The rhizome of Deaf education include governance, language policies, empowerment of Deaf people, and recognition of their languages. Brazil has laws that guarantee bilingual education in Portuguese and Brazilian Sign Language (Libras), recognizing Libras as the first language of Deaf people (such as Law 10.436/2002 and Law of the National Plan of Education 13.005/2014). These laws have changed the scenario of Deaf people in Brazilian society. Language planning is underway, and multimodal-bilingual education is becoming a reality.
