The main aim of this report, commissioned by the Department of Education and Employment, was to undertake a literature review of recent key research findings on the educational achievements of deaf learners, to establish the state of current knowledge on this topic and to identify gaps. Over 300 reports are identified, concerning both academic and non-academic educational outcomes. There is discussion on several ‘key factors’ as potential predictors of educational achievement. Consideration is also given to a number of ‘research issues’, including the confusion in use of terminology, and issues concerning test administration. The review confirms that despite a significant amount of research there has been no major study in the UK since that of Conrad (1979). There is no substantive evidence to demonstrate any overall improvement in the education of deaf pupils since Conrad’s study. A number of recommendations for future research result from the discussions.
